According to the Article 17.3 of Law on Traffic safety of Mongolia “It is permitted for a foreign citizen, who holds a valid international driving permit accompanied by a driving license issued by a country that is a party of the Vienna Convention on Road Traffic, to drive in Mongolia for duration of one year.  

Article 3.7 of the “Regulation on issuance of driver license” of 2015, states that “Mongolian national driver license with appropriate classification to be issued upon the request of a foreign citizen residing in Mongolia for more than one year, if he/she holds a valid driver license issued by a Vienna Convention on Road Traffic contracting party[1]; and Article 3.9 of the regulation states that “Mongolian national driver license with appropriate classification to be issued upon the request of Diplomatic representatives and their family members of Embassy Consulate and Diplomatic missions in Mongolia”.

Important note: Same procedure as Mongolian citizens will apply to foreign citizens who do not hold a driver license.

To apply for Mongolian national driver license

To apply for Mongolian national driver license:

(Please submit the following materials to the License Center of National police agency)

1. Residence permit in Mongolia (a notarized copy is required )
2. Identity document or passport of your country  (a notarized copy is required)
3. Valid national driver license issued by your own country
4. Medical form
5. Filled driver registration form
6. A receipt of payment of driver license fee. 12.500 MNT should be transferred to the account#900012408 of the State fund bank
7.  Attendance certificate from one-week retraining on Mongolian traffic safety
8. Two copies of above half-length photo, Size:4X3cm

Note: Vienna Convention on Road Traffic contracting party citizens are not required to attend Mongolian traffic safety retraining.

To extend Mongolian driver license:

1. Residence permit in Mongolia (a notarized copy is required )
2. Expired Mongolian driver license
3. Written request for the extension of driver license (In case of official use, an official letter from your organization is required)
4. A receipt of payment of driver license fee. 12.500 MNT should be transferred to the account#900012408 of the State fund bank

Two copies of passport photo, Size:4X3cm (only if you wish to modify the existing photo)
